CNSC to make Sanya International Duty Free Plaza ‘a shining new landmark’

The new Sanya International Duty Free Plaza in Hainan Island is located at Hangzhou Square in downtown Sanya.

The China National Service Corporation for Chinese Personnel Working Abroad (CNSC) has officially opened the first phase (15,000sq m) of its new Sanya International Duty Free Plaza in Hainan Island today (30 December 2020).

Located at Hangzhou Square in downtown Sanya, CNSC Sanya International Duty Free Plaza is adjacent to the Sanya Yacht Marina and the Phoenix Island Central Business District.

Surrounded by high-end hotels and connected with convenient transportation, the project covers a total of 43,000sq m, with the flexibility to expand to 200,000sq m.

Over the years, CNSC has established strong partnerships with leading international luxury companies including LVMH Group, Estée Lauder Group and Richemont Group.

CNSC, therefore, is expecting to introduce more prominent brands to the Hainan duty free market by next year. Currently, the number of high-profile international brands is limited in the Hainan duty free market.


CNSC has officially opened the first phase of its new Sanya International Duty Free Plaza in Hainan Island.

In addition, CNSC has played a leading role in developing and introducing new offshore duty free categories. These include sports equipment, clocks, porcelain and 10 other brands including Travel Blue, which were previously unavailable in Hainan duty free.

Effective 1 July 2020, the Chinese authorities expanded the range of duty free product categories from 38 to 45. The annual offshore duty free purchasing allowance for shoppers visiting Hainan also increased from RMB30,000/$4,599 to RMB100,000/$15,330.

A subsidiary of Chinese pharmaceutical company Sinopharm, CNSC is capitalising on the ‘special positioning of health and wellness tourism’ in Hainan with the introduction of healthy food, healthcare products, medical devices, massage devices, tonics, electric toothbrushes and other categories.

The range of duty free categories on Hainan Island has been expanded from 38 to 45 and includes liquor.

Brands include Jamieson, Fancl, General Nutrition Centers, Korean Ginseng Corporation, Nature’s Bounty and other internationally renowned brands. The likes of Wingspan, Liz and Borg are appearing in Hainan for the first time.

CNSC said: “All these create diversified shopping experiences for consumers. With the development and deep cultivation of brands and categories, CNSC will continuously create high-quality shopping experiences for consumers.”

Moving forward, CNSC will continue introducing top international brands, leverage on the advantages of being associated with Sinopharm Group and accelerate its internationalisation with a ‘forward-looking vision and global pattern’.

It will also strive to make the CNSC Sanya International Duty Free Plaza into a new world fashion landmark and new engine to promote the construction of the Hainan FTP.


CNSC has been promoting the Hainan project for some time and recently revealed it was ‘ready to open’ once the offshore duty free licence was approved.

The company, which finally opened its new-look Beijing downtown duty free store says recent developments in Hainan, including the establishment of the Free Trade Port (FTP) and awarding of duty free licences, represents a ‘golden period of development’ for China.

Since the Hainan duty free policy was implemented, parent company Sinopharm Group has placed a strong emphasis on offshore duty free opportunities in Hainan. This culminated in CNSC being granted the opportunity to operate in Sanya.

The company said: “To actively respond to the work arrangements of the Provincial Party Committee and the Provincial Government and to take high-speed, high-efficiency and high-quality as objectives, CNSC gathered over 100 members from its headquarters and all stores across the country.

“We formed an elite team in Hainan in late September to make every effort to work on the Hainan offshore duty free project and to make full contributions to the construction and development of the Hainan FTP. This also shows the responsibility and accountability of Sinopharm Group as the ‘main force’ of central state-owned enterprises.”

Shoppers wasted no time in flocking to the new 43,000sq m complex.

Construction of the CNSC Sanya International Duty Free Plaza was completed by the end of November and approval was granted to open the first phase of operations.

“Up to now, CNSC has efficiently completed all the preparatory work for the opening of the business, including engineering, decoration, goods procurement, operation coordination, staff training and logistics testing.”
