Singapore Changi invites proposals for multiple retail/F&B units

Singapore Changi Airport (SIN) is looking for contract partners for a series of mixed-size retail and food and beverage (F&B) units, with the tenancies starting from January to April next year for varying lengths of time. The biggest, in Terminal 3, covers more than 1,600sq m over three levels.
SIN’s operator, Changi Airport Group (CAG), is inviting interested companies via a ‘direct marketing exercise’ which is not an open tender. This type of selection process is used for specific categories such as cafés, kiosks, fast food, or speciality restaurants, where CAG hand‑picks the winner.
The largest of the concessions is across four open-category locations covering retail and F&B at the soon-to-be-constructed, three–level lifestyle concept development at Terminal 3. The units are as follows:
– Concession A: Arrival Meeting Hall North, Level 1, T3 (622sq m)
– Concession B: Departure/Check-in Hall North, Level 2, T3 (561sq m)
– Concession C: Level 3, T3 (390sq m)
– Concession D: A single flagship tenant taking up three levels of the development, T3 (1,657sq m).
In reference to this group, CAG stated: “We are looking for concepts that will enhance, add value, and differentiate the retail as well as F&B offerings at the airport in T3.” Concessions with a cumulative total floor area of >600sqm and above will run for 5 years, from either 1 October 2027 or the date of commencement of operations of the premises as notified by CAG, whichever is later. Concessions with footprints <600 sq m will be for 3.5 years from 1 October 2027 under the same terms. Both have renewal options.
Other Changi concessions available
The rest of the open concessions are for 3.5 years, with mixed start dates as follows:
– a local/Asian café at Basement Level 2 South (#B2-07), T3 (177sq m), starting 1 February 2027 and non-renewable at the end of the term
– a café kiosk at the Arrival Meeting Hall East, Level 1 (#01-K23), T1 (45sq m), starting 22 January 2027 and non-renewable at the end of the term
– a brand-name speciality restaurant at Hub & Spoke 2, Level 1, T2 (114sq m) starting 1 April 2027
– a brand-name speciality restaurant at Hub & Spoke 2, Level 1, T2 (225sq m) starting 1 April 2027
– a brand-name speciality restaurant at Hub & Spoke 2, Level 1, T2 (876sq m) starting 1 April 2027.
